I looked at my album - they started putting it on the obverse in 2009.
I have all the P & D mint presidential dollar coins (a gift), but never paid a lot of attention to them. Is it usually on the rim?

Welcome to the forum. Be sure that's a genuine coin. Those display type cases are often reproductions.
Silver Eagles aren't a circulation coin, so I can't see a reason not to put something like the Walking Liberty design on them. But, maybe bring...
It does look like glue - you can see some of the original detail of the cent through the fairly transparent glue on top.

I've gotten a few good deals. If the pictures are good enough, I often look for Indian Head cent overdates and Snow attributions that the seller...
I'd rather see a decent new design. Reviving the Walking Liberty would be nice. Most of our modern US coins are very boring IMHO.
If you got all of those for $8 each I think you got a great deal in my opinion. If you want to use something to preserve them and stop further...
