First off, PayPal only charges 3% (+35¢) for each transaction. Secondly, so long as you refund via PayPal, you get 100% of you fees back.

And I think I am seeing some frost on the head also.
I will go with the 63 or maybe even 64. My guess is that it has not been cleaned, but it is hard to tell from the pictures.
The coin is vf30 - XF40, but it will grade details stained.

Who graded it? Old ANACS or NGC I will say 66 but if the luster is there it could go 67.

I think I more shows how difficult it is to grade from a picture and especially those pictures.
