I would go 50/53. I don't think it has been cleaned as ion dipped or whizzed, but I am guessing someone has popped some grime from around the wheats.
That does not mean their system is down. It means that your package has not been updated. It could be misplaced, a bad scanner, or something...

The part that is over the R. If you call that something besides steps, go for it. But the R is visible through it.
65 - 67 range from what I can see but your pictures a bit small particularly when trying to see through the toning.
But if you look, some is visible through the steps, the column and the space. I don't care which way is what, it has to be clear.
LIBERTY is not going to show through a coin (or even a lamination peal from a coin) and it looks like the image mirrored. The only thing I know...
