From what I can make out, the "hair lines" are not from cleaning. If they were, the high points would be far and away the worst scratched....
Woodies are definitely not excluded from proofs. Some of the prettiest coins I have seen are the early matte proofs - many are woodies. And;...
They net graded that one. I did not think they were doing that any more.
I guess that would be a woody, but I have never seen one with a pattern quite like that. And it is one sided.
But that 9 is blunt and pointed down. That is only on large dates.

I am amazed that one graded. I have some ANACS yellows graded details - scratches and I not even sure I found the scratch. So I will try 61.

We did not do so well there. 60% thought it was AU and only one got as close as MS63.
