That is environmental toning caused by a reaction to chemicals or other elements. Probably was in or on the ground for awhile.
Welcome to CT. You have a slight misaligned die strike (MAD). It’s neat but not worth much....
It’s appears to be an Indian Motorcycle emblem. Probably from an accessory. The other piece looks like an electrical box knockout (slug).

I adjusted the picture so you can see the hit and the displaced metal that forms the anomaly. It’s just PMD.
Was this from a BWR or a customer roll? I would say it’s PMD as it goes across the rim.
It looks like die deterioration as evident in the tail of the 9 and also on the mint mark.
It appears normal and is well within the weight tolerance. 3.11grams +\-.130 grams.
Damage PMD. 1965-1967 coins (all denominations) did not have a mint mark.
