What a soothing pleasure to see an actual doubled die find!
I've seen a few 99% complete Lincoln Cent collections with laminations, (up to 1982), and one complete with the S-VDB, 22-P, 55 Doubled Die, etc.
it's a ragged end or end of strip clip.
It's plated, as mentioned numerous times above.
I'd say it's possible it's from a collar clash, or damage. There would be tens of thousands of them out there, as the die appears to be damaged...
Not a doubled die - either mechanical doubling, or 'split line copper plating' doubling.

It's plated - no photo needed in this case. The weight is 1/10 of a gram more than a normal clad quarter - that's the plating.
From the photo only, and only seeing one side, it appears to be struck on a cent planchet, but wiped/buffed/cleaned.
