Whatever it is, I can't imagine it is very valuable. If it is silver than it would be tied to the spot price but from you pictures it looks plated.
Don't go searching eBay when you've had a few...that toning may not look so good in the morning!
I'm in the scratches camp. Unless someone I respect offers a compelling reason to consider otherwise.
I would like to add to what Chris said - even natural toning can reduce the collectability of a coin as it may be toning in an unattractive way...
