Looks like a damage to me also, ASE's are pretty soft and mar up really easily with contact.

I'm not sure why the mint used 1964 dies if they were trials for the eventual SMS sets as they could have just used 1965 dated dies for trials...
I'd say it's a toss up until you remove it from the cellophane and get better photos. Any 65-67 SMS cent in cameo and you're talking an ultra rare...
