It's actually 103 rather than 101. And, yes, central weakness at Liberty's chin is a hallmark of this particular die marriage.
Longshot, it's an R5- (probably on its way to R4+) but it still seems to carry a 2x or so premium. Nice cherry.
When? Hopefully, never. Grading should not be about counting marks rather than eye appeal...and no computer can replace what looks good to me.
Did you check to make sure it's not the 106a--the "single leaf"? The mint truly used these dies until they completely came apart.

It's a 58...another example (at least IMO) of a lightly circulated coin which looks better than a lower grade MS coin. As for the "strange marks"...
