That is a cud.
See other picture of obverse and you'll see the weakness.
It's not a cud because the area missing is indented not raised like a cud would be. The rim is intact on the reverse also.

It is a zinc. You can see the zinc along the whole side of the raised area on the reverse. It is NOT glue. I have found hundreds of error coins...
The reverse part of the coin looks like there was an extra part struck over the coin. Looks like I could peel it off if I tried hard enough.
