The milk spots that I think you're referring to (in the 1960s) were caused by an inability to properly rinse the soap from planchets pre-strike....
i would use E-Z Est, but that's me. I don't know about acetone, but I don't think it will remove haze from proofs.

If properly dipped (or conserved) it will likely grade PF-69 UCAM, Richie. The haze on the coins of this era usually comes clean in a proper dip...
