It’s not a mint error but it was caused by an over polished die so it’s a variety.
I don’t feel your two cents coin is worth the time, cost or effort to have it graded. Trying to do so may give you a headache. It’s nice looking...
Looks like it’s in a bezel to make into a necklace. Also looks like the loop to hold a necklace broke off.

Yes, it looks like a circle but nothing in the minting process, then or now, could cause anything like that to happen.
