i would say its a part of a teller stamp. usually when notes are banded in straps the teller would stamp it with the banks name,maybe branch #...

i would say keep all 3 notes. the one before and the one after are called bookends. basically it means they precede and proceed the error....
i use the BCW holders. i prefer the rigid holders. the do contain PVC but i have them in a safety deposit box and they are fine. just keep them...
