"Chinese law" is designed to have such loopholes to allow its booming counterfeit industry to bring more money into the country.
Thanks for that insight, it makes sense why most that come to market are high grade. I have not seen any that were heavily circulated.

Yes they can get up there. I have not been able to get the later 1920's types for that reason... they are either fake or cost crazy money.
