I believe it's a Spanish homeland type 2 reales of Philip III rather than a Mexico or other colonial issue. Value around $50.
This counterstamp is attributed to the Azores. Pretty decent shape, sometimes the c/s isn't even fully on the host coin like it is on yours....

If you could test the specific gravity it would be much easier to figure out silver content.
Not issued by the ICMC, so not official state medals. Most likely worth a little above melt value unless dealing with a specialized collector.

Yea I wouldn't get eBay involved unless I absolutely had to. Dealing with them is always such a hassle, both from a buyer or seller standpoint....
