I think they should both be Details graded for QC, but my guess is that the top one passed muster and is in an MS64 holder.

Yes, yes it was, and it cost me an extra $25 that it shouldn't have. That said, I think it will sell quicker in PCGS plastic.

Thats because technical grading ignores several aspects of grading included in market grading. It is a more simple process, stands to reason...
