I think off center is correct. And it's in great condition. I thought the reverse was also off. But it's hard to tell.
Even if it was possible (it's not as you would need 2 obverse dies to make a coin and they don't fit together) it couldn't have different mint marks.

Looks like album toning. That's not artificial, which implies it was intentionally doctored to create a rainbow or other type of desirable toning.
