I gotta be honest with you: I've pretty much stopped going by the grades in most modern TPG holders; way inflated for my taste.
Love the 1817; reminds me of my highly worn 1819 crown with the same reverse.
I would argue that the fear of experiencing confiscation is the more likely culprit.

I understand that mint employees walked off with a few, as no one bothered to check that they had returned 1964-D dollars instead of earlier...
