Some of the details are all wrong. I’d say that’s definitely a fake. Try to get a refund if you can and don’t buy from that seller again.
That “double line” is called a MAD (misaligned die). It’s a common error not worth anything over 25 cents.
That penny doesn't seem to have a mint error. It's just a victim of environmental damage outside the mint.
