Take a look at this photo of quarter please look at the A [ATTACH][ATTACH]in quarter and you will see two peaks,i know the cellophane is real dirty.
[ATTACH]I think this is the doubled die shot please let me know if i am wrong,look at the top left edge of ERTY and you will see doubling.
I hate to say it but you are 100% correct it is not a ddo coin i think it just that proof struck twice effect.
Please take a lose look at the date 1960 it is a classic type of doubling.

Look at the ER in America and go on ebay they have several 1963 ddr dimes there, you will find the letters have the same doubling.
