It may just be that coin i have been comparing to the other ike coins and there is something about that area that is different.

I have a little better photos also i noticed that the mint mark is doubled. [ATTACH][ATTACH]
The entire obverse is doubled it is really hard to get a good photo of this coin.

No it was in a regular roll.
[ATTACH]I do here is a tight zoom photo of states it is similar to FS-25-1966-801 or as you mention CONECA: DDR
