NGC is ridiculous with their application of the star designation with regards to Jefferson Nickels, which is kinda the point behind these two threads.
It looks to be a Strike through to me. Do you like the color on this better than the 44-S? You seemed to think that one had a shot at a star.

Not only did I nail the grades, it was also just shy of 6 months that I got these back from NGC. Then again, I did wait until July 1st to ship them.
