I can't imagine a value of $500 for a very minor variety like that.
I'm quite certain it is a genuine 3 legged. And the think the anomaly with the date is PMD.
I also have never heard that SEGS and PCI merged. I don't believe they ever did.
There's a very nice doubled die already known for the date, most visible on "OF AMERICA." See the Cherrypicker's Guide for an image. It is not...
