IIRC, NGC requires both upper and lower, and PCGS only requires lower.
Way late to this party, but FWIW, I'd have said 64. Reverse is great, but the hits on the cheeks held it back IMO.
My only real question is.... did the OP buy it under the impression it was an 1883-S? If so, he was mislead.
