Looks more like a scratch to me. Doesn't have the 'normal' shape of a hit (from another coin) to me.
Could it be a combination of the rim ding and the scratch under "WE"? Individually, they may not be bad enough to body-bag, but combined...?
I really should start a 7070. Maybe after the 144 commemorative set.
