I think it shows some signs of a doubled die and should be looked at by someone more expert than myself, but I am opining it's doubled.
That is half of a two-tailed cent, used to win coin flips. It is hollowed to accept another tail cent that is ground to fit then glued in.
The first one has the 'BIE' error, look at Liberty, the second one is just damage.
