It has the markings of a squeeze job, but coming from a mint roll, I would guess it happened at the mint somehow. Maybe some coins stacked in the die?
That sort of looks like a wrong planchet. The weak strike and missing rim point to that. Need better pics. Mike D. might need to look at this one.

It would be easy to heat a coin to 115C. If verdigris melts at that temp, could it be lightly brushed off? I think I need to do an experiment.

If verdigris melts at just above boiling, no alcohol would be needed. maybe salt to raise boiling temp, however could salt damage coins quickly?
