I can see signs of a die clash on that highly polished coin. The bottom edge of the motto looks doubled.

In their auction for a full set of silver Eagle coins, all the slabs after 2000 say the coins have a 'W' mint mark, I'll bet this is not the case....
Those last 3 are not spooned , they are cut and folded. the makers have a secret method. the ones with a smooth outside are the spooned ones.
