i always wanted one of these specimen notes. just never got to add one before i sold off my collection.
looks like ink from a pen or some other source. the fibers have nothing to do with the ink itself. they are already in the paper before the note...

i have come across a bunch of notes from 1928. of course i was working at a bank at the time. ;)
i think there was just more made starting that year. more people got into collecting the series, which lead to more being submitted.
in that condition value might be about $115. if it was to sell after fees you will not make any money. if the note was uncirculated i would say...
between the condition and the "E" stamp on the front i don't see any premium in that note.
