I think the X style altar fits, but those were done on more than one VLPP variation. I don't think there's enough detail to know for sure which...

Totally wild guess, but I'd say it's a VLPP issued by Constantine I or one of his heirs (or a couple other emperors). It looks like the bottom...

The city was named for the river Panticapes and as far as I know has nothing to do with Pan, Pan listed in my coin descriptions is a mistake taken...
