It's not just the number grade. It's the First Strike too. And now PCGS has convinced some people that a common Silver Eagle is somehow special...
They're just not very fond of educated sellers. It's usually not worth their time.
It's not like other collectibles. A coin can't be graded better than 70, so the sealed box will be worth less than those already graded....
If the shtf, shiny trinkets with engravings of cute birds, politicians, furry mammals, mythical figures, liberties, and tree leafs will be worth...

I would expect the following: The open, cherry picked sets will gradually decline in price. The sealed boxes will hold value or go up in price....

The negative to this strategy is that you don't have the silver value to fall back on as much because you're paying approximately the same amount...
If you're talking about the 1995 set, people have been picking over those for 16 years looking for the best examples to get graded. The PR70 coins...
I wouldn't be surprised if the prices shot up fast sometime soon. There are elements that could lead to a real bubble before the market settles down.
