The reverse of 38 has a rounded S in Pluribus, and the reverse of 40 has a serif on the S.
The 15 dollars is worth around 10 or 12 pounds.
That quarter has bought a huge amount of candy and drinks and likely lived at a car wash, arcade, and laundry too for a while.
When i was stationed in the UK, these were very common, worth exactly two pence. I dont think that has changed.
