No doubt in my mind that thats a foreign substance on that coin. Far from an error.

1968 was the last year for the 1916 hub and was just awful. The coin you are showing looks like it was in the ground for a while and is no error.
This is what i call a learning experience. Now you wont be fooled by foreign material on a coin.
