I agree that they are not gas-bubble. The top layer has the effect of a wavy-ness feel to it. It is very distorted compared to other pennies....
Try using your nail and scratch the edge a little. If it peels back a little of the top layer, you should be able to find out whats going on.
It looks like someone took a silver paint marker to it. the left side of the "smudge" it looks like a marker was used. Just my opinion:D
