That's a nice looking one! I found a 1904 in a box just last week. They are pretty rare though. Maybe 1 every $500 of cents searched.

Looks like a vice job to me.
I only see a few hairlines on the left of the obverse by the rays. They look more like die polish marks than cleaning scratches to me.
