The die does not look doubleD to me. The 2 looks like machine doulbing but it is hard to say from the photo.
This is common on copper plated zinc cents. The rippling effect beside "2" is "plate shift doubling". In an older thread "foundinrolls" states that this is similar to but different to "plate split doubling". http://www.cointalk.com/t68606/ I have an example of a 1990 with the same effect:

is this same effect seen on the reverse because i have a 92 put aside with an odd doubling in the word "cent"??
