Help me ID this Russian coin

I posted a story about obtaining some Russian coins in another thread. Most are common 20th century 1, 2, 3, 5, 15 and 20 kopek issues. But this one was also included in the bunch and I can't figure out what it is. It's very different from all the others. It may be a token, or from another country, I have no clue.

Anybody know? Can anyone translate the text? Thanks!
