Theoderic, I have no expertise in barbarian (pseudo-imperial) coinage, but to my eye it appears to be a barbarian product, not necessarily from an Italian mint. It is a very handsome coin . Coin Archives has posted a mint state tremissis of Leo I, that was recently auctioned by cgb.fr, from the Constantinople Mint, see photo below. The portrait style & peculiar lettering on your coin doesn't look like Constantinople Mint work.

John, Thanks for posting these two gems ! The Barbarous solidus on the top is as choice as you'll ever see & makes a great comparison to the Constantinople Mint coin on the bottom. Often the barbarous coin look better than the official mint product . Your barbarous solidus with the CONOR inscription, like my coin, will remain an "uncertain mint" until someone can provide convincing evidence otherwise.
