    The "Emesa" mint of Septimius Severus used several different figures for Fortuna besides the normal one with Fortuna attributes (rudder and cornucopia). This FORTVNA REDVCI shows Pietas standing in. This is the least common of the Fortuna varients but especially so when combined with the rare left facing obverse.

    To start with a side-track, this coin was sold to me as an ANACS certified Caracalla - so, the recognizable "horn", if not the portrait overall, seems a bit surprising.

    Next, relevant to @dougsmit's request, the more common variants have no standards or one standard - I don't have the more common variants. With two standards there is also a variant with club instead of branch - although I'm not too sure about what he is holding in his left hand. On other coins the club is very clear. Finding this particular coin with branch instead of club not easy in auction databases.

    Reverse: GENIO POPV–LI ROMANI, Genius standing, facing left, head surmounted by a modius, naked except for chlamys over left shoulder, holding patera in right hand and cornucopia in left arm; no exergue..
    References: RIC VI 15 (London); CT (Cloke & Toone) 2.01.015. Cloke & Toone combine RIC 15 and 21 into one catalogue number due to the presence of continuous variation in bust size; there are not really two distinct bust types as RIC would have it. This falls clearly within the “coarse” style of C&T 2.01.
