No... just environmental damage, probably lost in a flower bed for a while or similar. The give away is the dark color and that it's both sides...
thank you both! I appreciate your input! Thought it might be unclad because of the side view, the evenness of the color and it seems lighter in weight the other quarters. But I'm a newbie, so I'm still learning!

Yes. Usually the missing clad layer is on one side of the coin and typically it weighs 1 gram less than a normal clad quarter which weighs 5.67 grams.
