Fred I totally agree with you I don't see a fracture either.. I'm just saying not all cracks produce raised metal.

Yes, it looks like a die chip now. My comments were based on the initial set of 'greenish' photos, where it did not appear to be raised whatsoever.

Rick I cannot see what you have in hand but from the images it looks like a stain in between the B and E the stain looks like it affects the E in liberty but you can still see the machine doubling on the left side of the E so in my opinion its a stain. I am sharing a 1999 BIE that I found in the past.
