Sealed set from mint arrived with coins inside out of capsules?

    I recently purchased a RCM set of Sterling coins. There is no doubt in my mind that the item was sealed and not tampered. (I have seen this set before and know what the outer shrink wrap looks like). I was excited to buy one just to open. However, upon opening it the sterling coins were loose inside and had come out of their capsules!!!

    I have never encountered this before. We're some 20 years after the fact, and it was purchased from the secondary market, so there's nothing I can really do. The coins look fine, but I had to spend a little time removing fuzz from the capsules before putting them inside.

    Have you encountered this before? I guess I never realized on a lot of American and Canadian mint sets that the capsules were so loosely enclosed over the coins. I had never thought to open them or mess with them before.

    Yes, I have experienced some proof coins from the Perth Mint as well as RCM like that. And these were direct from the mints.

    & the US mint.
    2011 ASE 25th anniversary sets. Sold a few to my LCS. When he opened the sealed box, coins were out of the capsules. They still looked darn good though....REAL Good. He resold the sets before I was out the door. Five people fighting over 2 sets.:)
