I just noticed a lot of them being listed in SilverCity Auctions recently. From first glance, I had a question about original color on a number of red Indian cents and early Lincolns. Unless I had some of them in hand I'd be very skeptical about bidding on many of them. I'm looking for coins to crack out for albums so I tend to go with some of these obscure slabs since I don't have to pay the "NGC/PCGS" premium.
It looks like NNC holders. I would believe it is some sort of self slabber trying to make their coins look more valuable.
Also it looks like they have been around for at least half of a year. The following post shows another CT member finding one in 2016 (3rd post from the end): https://www.cointalk.com/threads/to-slab-or-not-to-slab.1626/page-11 Here is another one from a bst post on the PCGS forums: https://forums.collectors.com/discussion/965495/dollars-for-sale-ccs-and-others And a few appear to be on ebay. So it looks like they aren't rare and have probably started spreading from the original source.
Real estate appraisers have to be listed on a national register (Appraisal Foundation) there are national requirements, administered by the State the appraiser is licensed in. It would be a benefit to us all if there were a national TPG registry. Where the TPG had to, in some fashion, prove they were legitimate. I think there are enough national organizations to get this off the ground. IMHO
