Post-mint manipulation or something else?

This one is a bit odd, maybe.
Readily snaps to a magnet.
Weighs 5.0 to 5.1g
Reeding never present or spooned away.
Appears plated, but again the weight is light.
Diameter is not smaller than a quarter and could even be up to a half mm larger.
Strange bit of wear at the eagle breast and below.
Thoughts?

That is a bogus quarter!

 

Counterfeit yes. Here is mine. You can tell by the eagle's head among other things. Mine has a non reeded edge and the weight was not close.

 

Same date! Neat!

 

I metal detected one of those fake quarters back in 2018

People say why would anyone bother counterfeiting a quarter?
Well let's say they are made in North Korea and cost 1-2 cents to produce. Well if you have a million of them I guess there's profit to be made. $250,000 value -$20,000 cost.
