Should a coin receive a "Cameo" designation if its contrast is diminished by toning?

If a toned (oxidized) coin should be given a CAM or UCAM description because if it was dipped the cameo effect would be apparent, shouldn’t all pennies be given a RED description?

Dipping a brown cent doesn't restore the red color.

No, two different things. Red goes to brown and cannot go back to ORIGINAL color. A deeply toned coin that started with a cameo contrast which is now lost (so not given the designation) can be dipped to remove the dark toning and restore its DCAM.
