Is this rare?

I've looked (closely) at thousands of bills in my long life and NEVER have I seen a serial number 'out of clock'. It must be rare (at least).

What does "out of clock" mean?

 

By way of "out of clock" I bet they mean how that last 7 doesn't line up.

 

Turned digit

 

Happens all the time. If they are all shifted up and down, that would be something.
