You're going to have to help us out a little bit here. Do you have pictures? Also, it would be a good idea to start a new thread with your inquiry.

Likely, the die used to press the coin had some compacted metallic granules and grease in the recessed image on the die being used. If the depression was filled, it would not make the expected raised completely motto. IMO, Jim

The die that makes the coin has a surface opposite (indented) that when they squeeze together, Since the coin has raised letters ( normally), the die for it is the opposite depressed. It is common for the thick grease and metallic particles they produce to compact in the depressed groves , so when the expected depressed area
is level with the edges, you will see a rather flat area ( missing full letters). Very common situation as the FEDs just want to make the money, so a few ,misplaced particles or expected areas are missing. A major amount can be worth something
    to someone. Jim

There are far less members that are bill experts than coins, `so be patient and one will likely stop by. A photo will be very important to see the entire bill so you might get one ready.

"I have a 50 fils Kuwaiti coin from the year 1983. Its size is the same as the 10 fils Kuwaiti coin, and its edges are smooth instead of being rough like the usual ones. Additionally, there are no inscriptions around the coin, and the numbers and writing on it are darker than usual. The image on the coin is also darker than normal, and I have never seen anything like it before. How much is it worth approximately?"
