I will get my camera out in a bit to take a photo of said counter-stamped state quarter, but suffice it to say, it is an Alabama state quarter with WIGGLY FANS stamped across Helen Keller. I need to recount the counter-stamped message in my post above ^^. Getting my 5x loupe out, I now realize it says WIGGLY FANG and not WIGGLY FANS. This message is a clear reference to Tuscaloosa . . . . . . . as in Tuscaloosa Alabama. Z
I got the same mailing, including an Illinois quarter counterstamped UBI . EST . MEA. A Google search provided the answer to the meaning of that phrase.

I notice that Quartermaster spells the word labor as labour. That spelling would indicate perhaps a European origin. If not in location, then perhaps in upbringing. Just saying....
