It looks to me like foreign object damage during minting...grease on the die or a piece of dust-bunny got caught in the press.
Interesting...I would agree with Mickey59. As I understand it, post 82 Zincolns can't have laminations.
Looks like a strikethrough to me as well. Why not? All a lamination is is a rolled out gas bubble that was trapped in the ingot. Zinc ingots can have trapped gas bubbles as well. Gas bubbles in the melt can result from impurities in the original metals, overly vigorous mixing of the melt, too high a temperature of the melt, insufficient waiting time to allow dissolved gasses to escape from the melt. As knowledge of how to correctly prepare a melt has improved, and better controls for regulating temperature have evolved, laminations have become less and less common. But that does not mean they can't happen.
Looks like we are in agreement. Furryfrog, I think you meant to say PRE-1982's can't have laminations, but as Conder101 says, it could still be possible. So, strikethrough!
