Does the mint adjust prices based on current market?

    Do the proof gold eagle prices change as gold rises and falls?

    Yes, of course. If the price changes enough through the year they will actually suspend sales to set a new price.

    For this coin, the price is changed each week on Wednesday (there abouts) and is based on the average of the previous week's London fix. There is a table that shows what the price of the eagle will be based on that. It's on their website.
